Decisions:

  • Minutes of the March 13, 2015 meeting were approved prior to the meeting.
  • At their May 18 conference call, the Board approved the recommendation to proceed with the next phase of the process for the applications of four new I-Share libraries. CARLI staff will make site visits to all libraries. The institutions are:
    • Abraham Lincoln Presidential Library, Springfield
    • Black Hawk College, Moline 
    • Meadville-Lombard Theological Seminary, Chicago
    • South Suburban College, South Holland
  • Brian Beecher (College of Lake County) was selected as the 2015–2016 Vice-chair/Chair-elect.
  • The Board thanked outgoing members Cindy Fuller (Millikin University), Karen Schmidt (Illinois Wesleyan University), Jane Treadwell (University of Illinois at Springfield), and Frances Whaley (Illinois Valley Community College) for their service to the Board. The June 5 meeting was their final Board meeting. Board Chair Patrick Dawson, will serve as Ex Officio Past Chair.
  • The Board accepted the annual reports from the Collections Management Committee, Commercial Products Committee, Created Content Committee, Instruction Committee, Preservation Committee, Public Services Committee, Resource Sharing Committee, SFX Systems Committee, and the Technical Services Committee. The Board was impressed by the depth and breadth of the work of the committees. The Board thanked the committees and their staff liaisons for their excellent work.

Announcements:

  • Results of the 2015 Board election were announced. The newly elected members who will serve three-year terms (July 1, 2015–June 30, 2018) are: John Wilkin (University of Illinois at Urbana Champaign), David Stern (Saint Xavier University), and Dennis Krieb (Lewis and Clark Community College). Directors appointed to one-year terms are: Lydia Morrow Ruetten (Governors State University), Jim Cubit (Lake Forest College), and Cate Kaufman (Illinois Central College) representing public universities, private colleges and universities, and community colleges respectively.
  • The Board meeting dates for 2015–2016 will be September 25, 2015; December 11, 2015; March 4, 2016; and June 17, 2016. 
  • There is no final information available about the state budget at this time. CARLI was asked to model a 20% permanent budget reduction in operating expenses beginning July 1, 2015. CARLI is limiting initial reductions to current programs and services that will have minimal impact on member libraries in FY16. Beginning July 1, 2016 (FY17), libraries that choose to continue using partially subsidized products (Chronicle of Higher Education, Oxford English Dictionary, and SFX) will be required to pay a greater portion of the cost. Libraries will assume the full cost of the products July 1, 2017 (FY18.) 
  • As a result of the budget reduction, CARLI will not proceed with the digitization of student newspapers. Yearbooks submitted to CARLI and sent to the scanning site by June 30, 2015 will be digitized. 
  • CARLI is awaiting the final revisions of the Memorandum of Understanding with the University of Illinois, and the I-Share Participation Agreement from the Office of the Vice President of Academic Affairs. 
  • The I-Share Next Specification Teams (Describing, Selecting-Acquiring; Sharing, and Knowledge Base-Link Resolving) have each submitted their draft specifications to the I-Share Next Task Force. The I-Share Next Task Force expects to have a draft of the completed RFP available to the Board for their September 2015 meeting.
  • CARLI staff will be upgrading the Voyager software over the weekend of June 12-14. The public catalogs will be offline during that weekend.
  • CARLI will have several changes in the membership this summer: 
    • The Governing membership of Shimer College will end on June 30.
    • Methodist College will become a Governing member on July 1.
    • Harrington College of Design (HCD) will close effective August 31, 2015. In an arrangement with Columbia College Chicago, all HCD Bachelors degree students will have the option to transfer to Columbia College Chicago. Associates and Masters degree students will be completing the final year of their coursework in a "teachout" using HCD faculty and Columbia College Chicago facilities. The CARLI staff is working with the library staff at both institutions to facilitate ongoing services and the merging of library collections. 
  • The Fiscal Year Selection Period ended May 15 with 2142 database subscriptions from 123 participating libraries. Member libraries were offered 50 new database products for FY16.
  • CARLI Governing member libraries have the opportunity to purchase full-year Springer ebook collections at deeply reduced pricing through June 30, 2015.
  • CARLI is planning full testing of the newly redesigned e-resources selection system in late summer. 
  • CARLI's Print Patron Driven Acquisition Project is ending this June. Through this project, patrons from 81 I-Share libraries requested a total of 2983 items. 
  • Patrons at 115 Governing member libraries accessed materials through the eBook Patron Driven Acquisition Pilot Project that ended in January 2015. Throughout the project, over 18,500 short-term loans were initiated and 3,858 unique ebooks were purchased. 
  • CARLI funded five proposals submitted for the 2015 Research Subsidy Program. 
  • CARLI has completed the committee appointment process for terms beginning July 1, 2015. 
  • CARLI and CLOCKSS have agreed to special pricing for CARLI Governing member libraries that wish to support the CLOCKSS archive. Libraries will be contacted via email by CLOCKSS.
  • CARLI staff is working with the Publicity Task Force to develop brief surveys for library directors to identify additional information that would be useful in demonstrating the impact of CARLI on their patrons, and to develop additional visual materials to communicate the value of CARLI to member institutions. CARLI staff will be working with an outside designer on revisions to the I-Share and CARLI logos.

  • The Board directed CARLI staff to investigate different models for an ebook Purchase on Demand project.
  • CARLI will schedule Board orientation sessions for new Board members later this summer.
