Decisions

• Minutes of the March 7, 2025, Governance Board meeting were approved prior to the meeting.
• Michelle Boule-Smith was selected as the 2025-2026 Vice-chair/Chair-elect.
• The Board approved the meeting schedule for 2025-2026.
• The Board approved the I-Share Assessments recommended by the I-Share Assessment Task Force.
• The meeting was adjourned at 1:55 p.m.

Announcements

• Results of the 2025 Governance Board election were announced. Directors elected to 3-year terms are: Michelle Boule Smith (North Central College), Marlee Graser (Southern Illinois University Edwardsville), and Terra Jacobson (Moraine Valley Community College). Directors appointed to one-year terms are: Jan Figa (Governors State University), Dennis Krieb (Lewis and Clark Community College) and Amanda Pippitt (Millikin University). Brian Keith (Eastern Illinois University will serve a 2-year term to fill the vacancy left by Dallas Long’s resignation from the Board.
• The Board thanked outgoing members Stephanie Davis Kahl (Illinois Wesleyan University), Dallas Long (Illinois State University), Sarah McHone-Chase (Aurora University), Ex Officio Past Chair: Matt Ostercamp (North Park University), and Frances Whaley (Kishwaukee College).
• Anne Craig, CARLI Senior Director, will retire from CARLI in December 2025.
• The Board reviewed the results of the Board Member Experiences Survey.
• The CARLI Scholarship Committee has selected recipients for the 2025-2026 school year. The recipients are: Allison Barrows, Southern Illinois University Edwardsville; Kaitlyn Godsil, Knox College; Joanna Kulma, Northern Illinois University; Brandon Neary, College of DuPage; Elynnor Sandefer, Newberry Library; Ailyn Trujillo, Harper College; and Alexandria Vlahos, Lewis and Clark Community College.
• Pricing for new I-Share libraries has been shared with 8 CARLI libraries at their request. The deadline is August 1 for submitting an intent to join.
• E-resources staff reported a 4% decrease in the total spending on database subscriptions for FY26 due in part to databases that are now covered by either the State Library or CARLI.
• CARLI staff have finalized FY26 agreements with Wiley, Oxford University Press, and the University of Illinois Press/JSTOR for increased access to consortial ebooks. 63 CARLI member libraries committed funding for the FY26 ebook program. 
• Collaborating with our 15 Professional Development Alliance partners to share free,
• continuing education webinars among our members continues to be beneficial in FY25. Since our FY21 pilot, CARLI members have been invited to participate in 600 total programs offered by all participating consortia. 105 CARLI-hosted webinars have benefited 12,210 PDA registrants.
• CARLI is hosting Soaring with Open Educational Resources: Furthering the Role of Cooperative Development in OER on July 29–30, 2025 at the I Hotel and Conference Center in Champaign. 
• The Board accepted the CARLI Committee’s Annual Reports and thanked them for their work. 

Tasks Assigned:

• CARLI staff will work with the Board to fill vacancies on Board committees.
• CARLI staff will work on a proposal for the formation of an Advocacy Task Force.
