  • Minutes of the December 2, 2016, meeting were approved prior to the meeting.
  • The Board approved the timeline for the 2017 Board of Directors election. Current Board members Cindy Fuller (Millikin University), Cate Kaufman (Illinois Central College), and Lydia Morrow Ruetten (Governors State University) will serve on the Nominating Committee, with CARLI staff coordinating the process.
  • The Board approved the polling CARLI libraries about their interest in contributing funds toward the $25,000 membership fee for the University of Minnesota’s Open Textbook Network.
  • The Board approved the CARLI Privacy Policy as revised.
  • The Board approved the recommendation of the Budget Contingency Task Force to scale back the EBSCO Academic Search Complete/Business Source Elite package to EBSCO Academic Search Premier/Business Source Elite beginning July 1, 2017.
  • The meeting was adjourned at 1:10 p.m.


  • The CARLI membership web page has been updated to include the responsibilities of the Directors of CARLI member libraries. CARLI will share this information with new library directors and will include in the next quarterly update for all directors.
  • CARLI is continuing to work with University of Illinois legal counsel on the revised Memorandum of Understanding with the University of Illinois.
  • CARLI submitted a repayment plan in December 2016 to the  University of Illinois System Office that addresses the FY 2016 budget deficits resulting from the lack of state funding for FY2016. We have received no additional budget information for FY 2017 or FY 2018.
  • The CARLI Board will hold a retreat on May 23, 2017, to continue the strategic planning process.
  • CARLI staff are preparing for the FY18 selection subscription cycle. Vendors will be offering 56 new products in this cycle.
  • The CARLI subsidy of the Chronicle of Higher Education, Oxford English Dictionary, and SFX software maintenance will end June 30, 2017. As previously announced, subscribing libraries will pay 100% of the cost for the Chronicle of Higher Education, Oxford English Dictionary, and SFX. In FY2017 CARLI subsidized 25% of the cost for the Chronicle and OED, and 30% for SFX.
  • CARLI has prepared guidelines regarding access to CARLI-brokered e-resources for member institutions affiliated with hospitals and clinics.
  • The Illinois Digital Heritage Hub is live in the Digital Public Library of America (DPLA.) The first successful ingest of records included those from CARLI Digital Collections and the Illinois State Library’s Illinois Digital Archives.
  • CARLI will be continuing the agreement with OCLC for CONTENTdm. The current agreement expires on June 30, 2018.
  • The lease for CARLI’s office space expires February 28, 2018. We are working with the University of Illinois Office of Real Estate to secure office space.
  • The I-Share Next Task Force will meet again in early April 2017 to continue working on the revisions requested by the State Procurement Officer.
  • CARLI is working with libraries who have expressed interest in joining I-Share in 2017-2018.
  • CARLI will hold the 2017 New Directors’ Institute on May 3-4 in Champaign. Application information and a call for mentors will go out soon.
  • The Program Planning Committee is finalizing details for the first event in a series of continuing education efforts for directors. The webinar is tentatively scheduled for late April 2017.

Tasks Assigned

  • The Board directed CARLI to provide information to libraries about the difference in titles in the scaled-back EBSCO package.
  • The Board directed CARLI to follow up with Governing member libraries about their interest in contributing funds toward the $25,000 membership fee for the University of Minnesota’s Open Textbook Network.
