- Minutes of the March 10, 2023 Board meeting were approved prior to the meeting.
- Pattie Piotrowski was selected as the 2023-2024 Vice-chair/Chair-elect.

- The Board endorsed the “Importance of a Director in Charge of the Academic Library” Statement, that articulates the importance of having a dedicated, library-focused director, not just for continuity of service, but also for leveraging interlibrary cooperation, and ensuring that the campus investment in the library is optimized by a representative who can advocate for innovation and service excellence.
- The Board approved the Revised Cooperative Cataloging Policy as recommended by the CARLI Technical Services Committee.
- The meeting was adjourned at 2:56 p.m.
Announcements
- Results of the 2023 Governance Board election were announced. Directors elected to 3-year terms are: Carolyn Ciesla (Elmhurst University), Geoff Pettys (Southern Illinois University School of Medicine), and Morgann Quilty (Parkland College). Directors appointed to one-year terms are: Devon Powell (South Suburban College), Claire Stewart (University of Illinois Urbana-Champaign), and Nathan Thebarge (Trinity International University)
- The Board thanked outgoing members Jacob Jeremiah (Oakton College), John Pollitz (Southern Illinois University Carbondale), and Anne Thomason (Knox College).
- Incoming Board Chair, Matt Ostercamp (North Park University) and Past Chair, Sharon Silverman (City Colleges of Chicago will remain as Ex Officio members of the Board.
- Allison Wohlers, Western Regional Storage Trust (WEST), presented an overview of their shared print storage program for journals.
- Lucy Harrison, Kirsten Leonard and Jill Morris presented Strategies for Collaboration: Opportunities and Challenges to Build the Future We Need, a report from the from a task force of the International Coalition of Library Consortia (ICOLC).
- The Board tested a rapid audit process for their meetings. Nathan Thebarge, Stephanie Davis-Kahl, and John Pollitz volunteered to audit and present their findings for this meeting.
- New I-Share libraries, Saint John’s College of Nursing, Illinois College of Optometry, and University of Illinois Chicago Law will go live the week of June 19.
- The FY24 E-resources Selection Cycle closed in May with a 1% increase in spending and a 1% decrease in the number of subscriptions. Fourteen schools increased their spending by 20% or more, while four schools decreased their spend by at least 20%. CARLI will be creating an e-resources vendor prospectus outlining our values, process, and requirements in detail.
- Starting July 1, CARLI members will receive full access to all journal content from the University of Illinois Press for the next five years. The program is a collaboration between CARLI and the U of I Press with funding provided by the University of Illinois System Office and will help expand Illinois scholarship to more libraries.
- CARLI staff have finalized ebook agreements with Wiley and Oxford University Press for access to consortial ebooks. Agreements have four renewal years. Depending on funds available, CARLI staff will work with vendors each year to identify the Access Collections available to members each year.
- CARLI has released the “Illinois Course Materials Survey: Student Perspective” developed with the OER Committee, to help identify Illinois students’ needs regarding affordable course materials and interest in open educational resources or other affordable course material options. The OER Committee is continuing to provide a robust OER training program for faculty and staff.
- The CARLI Illinois SCOERs staff is continuing to work with sub-grantees to develop content, publicize the value of OER, and provide OER topical training for member libraries.
- The Shared Institutional Repository “quiet pilot” period will end this summer, to be followed with a broader pilot program.
- CARLI staff continues to work on updating the Host Institution Agreement with the University of Illinois System Office.
- The CARLI Scholarship Committee has selected recipients for the 2023-2024 Scholarship. Recipients will be notified by July 1.
- The Professional Development Alliance (PDA) continues to be a beneficial program for CARLI members. Through this collaboration with nine other library consortia, over 354 free continuing education programs have been shared with CARLI members since our FY21 pilot. CARLI has opened 62 programs to the PDA which have reached over 6695 registrants. Recordings and slides from CARLI’s programs are available on the Professional Development Alliance webpage.
- CARLI has not yet received its final budget for FY24.
- CARLI has awarded the 2023-24 Building Diversity Graduate Assistantships to University of Illinois iSchool students Elizabeth Ayorinde and Victor Lopez. CARLI member libraries hosting graduate assistants through CARLI for the 2023-2024 academic year are Columbia College Chicago, North Park University, Southern Illinois University School of Medicine, and the University of Illinois Springfield.
- Marianne Ryan, Yasmine Abou-el Kheir, and Tish Hayes spoke with the Board regarding their experience with graduate assistants, Sarah Rebecca Gaglio and Wardah Mohammed through the 2022-23 Building Diversity Graduate Assistantships Program (BDGAP).
- The Board accepted the CARLI Committee Annual Reports and thanked them for their work.
- CARLI will hold the 2023 Governing Directors Meeting and the Annual Meeting at the I Hotel in Champaign on Thursday, November 16.
- The Board expressed appreciation and encouragement for the ongoing work of the Professional Development Alliance and the CARLI New Directors Institute.
Tasks Assigned:
- CARLI staff will make the recommended changes to the Strategic Plan and send it to the Board via email for approval. The plan will be presented to the membership for comment following the Board approval.
- CARLI staff will prepare a survey to determine member interest in the shared storage for serials presented by WEST.
- CARLI staff will work with each Board member to schedule to schedule a brief presentation about their institution at 2023-24 meetings.
- CARLI staff will work with Board members Stephanie Davis-Kahl and Nathan Thebarge, and with staff from IHLS and RAILS, to prepare a response regarding funding available through the Digital Equity Act.
