Decisions

  • Minutes of the March 15, 2013 meeting were approved prior to the meeting.
  • The Board elected Patrick Dawson as the 2013-2014 Vice-chair/Chair-elect.
  • The Board thanked outgoing members Terry Cottrell (University of St. Francis), Paula Kaufman (University of Illinois at Urbana-Champaign), Allen Lanham (Eastern Illinois University), CM! Winters Palacio (City Colleges of Chicago), Connie Poole (Southern Illinois University School of Medicine), Karen Schmidt (Illinois Wesleyan University), and Rachelle Stivers (Heartland Community College) for their leadership and their service to the Board. The June 7 meeting was their final Board meeting.
  • The Board approved the proposed list of member site visits for 2013. 
  • The Board approved $25,000 from reserves in FY2014 to fund research that is directly related to CARLI.  
  • The Board approved the request to delay the start of the Library Staff Leadership and Mentoring program until summer 2014. 
  • The Board accepted the annual reports from the Collections Working Group, Digital Collections Users’ Group, E-resources Working Group, I-Share Users’ Group, Preservation Working Group, and the Public Services Working Group. The Board thanked the committees and their staff liaisons for their excellent work. 
  • The meeting was adjourned at 1:20 p.m.

Announcements

  • Results of the 2013 Board election were announced. The newly elected members who will serve three-year terms (July 1, 2013–June 30, 2016) are Brian Beecher (Elgin Community College), Mary Case (University of Illinois at Chicago), and Scott Walter (DePaul University). Board members elected to one-year terms are Njambi Kamoche (William Rainey Harper College), and Patrick Dawson (Northern Illinois University). 
  • Richard Darga (Chicago State University), Felice Maciejewski (Dominican University), and Tammy Kuhn-Schnell (Lincoln Land Community College) have accepted one year appointed seats on the Board, representing public universities, private colleges and universities, and community colleges respectively.
  • No final information is available about the state budget at this time.
  • CARLI will announce the program to digitize student yearbooks later this summer.
  • The CARLI Annual Meeting will be held on November 1, 2013 at the Hilton Garden Inn Conference Center in Champaign. The sessions will feature research findings based on CARLI information.
  • The Board meeting dates for 2013-2014 will be September 20, 2013, December 6, 2013, March 7, 2014, and June 6, 2014. At least one meeting will be planned for the Chicago area, all others will be held at the CARLI Office in Champaign.
  • The CARLI Print Patron Driven Acquisition program launched in February 2012. As of June 1, patrons from 72 I-Share libraries had requested a total of 909 items.
  • CARLI has selected EBL as the vendor for the E-books Patron Driven Acquisitions Pilot Program. The e-books purchased through the pilot will be available to all CARLI libraries. CARLI staff and the new Commercial Content Committee will develop implementation plans for the pilot project. 
  • The fiscal year e-resources selection cycle ended May 31 with 125 of the 145 CARLI member libraries participating. Preliminary numbers indicate a 2.6% increase in the number of subscriptions, and an 8.5% increase in the total dollars spent. In addition to 36 new database products offered to CARLI libraries, CARLI will also be offering JSTOR Arts & Sciences XII and the Spring 2013 e-Book collection.
  • As of May 1, all participating libraries have access to the Alexander Street Press video collections purchased for them by CARLI. ASP is planning a special session at ALA in Chicago for CARLI librarians where they will review best practices for using video resources on the current interface.
  • CARLI is communicating with EBSCO regarding concerns about the lost of 285 titles from Academic Search Premier and the lower impact factors of the replacement titles, as well as the significant problems in receiving correct pricing for the FY 2014 selection cycle. 
  • Planning for the library director mentoring program will begin in Fall 2013.
  • The new committee structure will go into effect on July 1. Committee members have been assigned, with 44 new committee members from 120 volunteers. CARLI staff noted a decline in the number community college volunteers. 
  • CARLI conducted a survey the week of June 3-7 to evaluate ILDS turnaround times. 
  • CARLI is redesigning the ILDS web site to reflect the look and feel of the new CARLI site. The changes will include functional improvements in the labeling system. All training and site documentation will be updated to reflect the new design and functionality. The new site is expected to go live by September 2013.  
  • New Board member orientations will be held in July. 
  • New I-Share members Kishwaukee College and University of St. Mary’s of the Lake/Mundelein Seminary, current Voyager sites, will go live in I-Share later this summer. The College of DuPage, JKM Library, Lincoln College, and MacMurray College will go live in I-Share in January 2014.
  • CARLI is working with the University of Rochester to migrate project management for the eXtensible Catalog to the CARLI office. 
  • CARLI staff will be working on a series of VuFind enhancements over the summer. 
  • CARLI will be migrating Production Voyager and the Oracle databases to a Linux server environment during late June and early July. The work will result in some limited downtime. Announcements regarding any system outages will go out in a few days.
  • Shared Shelf, media management software from ARTstor, has announced a consortial pricing model that would be available to CARLI Governing members. Interested CARLI libraries will need to commit by August 2014 in order to receive the discount.
  • Illinois Senate Bill 1900 (Biss Bill) was passed by the Illinois legislature. The governor is expected to sign the bill. The original bill would have required that any work done at any public university or community college must be available in a publicly accessible repository. The revised bill that was passed calls for each public university to convene a one-year task force to develop an open access policy.
  • CARLI will assign Board liaisons for the new committees after July 1. 

Tasks Assigned

  • CARLI staff will work with the new Created Content committee to establish pricing and guidelines for the digitization of student newspapers. 
  • CARLI staff will work with the Board and designated libraries to set a schedule for site visits.
  • CARLI staff will follow up with library directors and e-resource contacts regarding interest in Shared Shelf.
  • CARLI staff will send information to directors and e-resources contacts regarding the Alexander Street Press session at ALA in Chicago.
