Decisions:

  • Minutes of the September 9, 2011 meeting were approved prior to the meeting.
  • The Board approved the new charge for E-Resources Working Group.
  • The Board accepted the application from Richland Community College to become a member of I-Share, and set a deadline of January 31, 2012 for consideration of any additional requests for community colleges.
  • The meeting was adjourned at 2:00 PM.

Announcements:

  • As directed by the Board, CARLI will complete the review of membership fees and I-Share assessments when updated FTE counts are available from the Illinois Board of Higher Education.
  • CARLI’s annual institutional value letters were mailed to library directors in November. Upon the request of any library director, CARLI is sending letters summarizing the benefits of membership to institutional administrators.
  • Mary Burkee has joined the CARLI staff as the E-Resources Program Coordinator.
  • The Fall e-resources selection period ended November 17. Preliminary numbers indicate a 7.6% increase in the total dollars spent.
  • New e-resource discounts will be available to all CARLI member libraries as a result of a joint purchase of Alexander Street Press video products by Northern Illinois University, Southern Illinois University Carbondale, the University of Illinois at Urbana-Champaign, and the University of Illinois at Chicago. The discounts will apply to both purchases and subscriptions.
  • Beginning on January 5, 2012, CARLI will be implementing patron blocks for individuals who have exceeded certain thresholds for Universal Borrowing (UB) activity. CARLI has prepared reports for each library listing all of the patrons who would be blocked from UB if the thresholds were already in place.
  • CARLI has begun the process of moving the production servers from the UIC campus to a new data center on the UIUC campus. The move will be completed by June 30, 2012. Planning is underway to move the disaster recovery server installation, currently located at UIUC, to another campus.
  • CARLI is working with I-Share libraries to deploy devices to enable remote monitoring of system performance.
  • CARLI is continuing to work with I-Share libraries to implement third party discovery products in a consistent and efficient manner.
  • CARLI is investigating options for making Hathi Trust records available in the I-Share catalog.
  • CARLI will launch a Patron Driven Acquisitions project beginning on January 10, 2012. Bibliographic records for print monographs that meet the project's selection criteria will be loaded into the I-Share Union Catalog, and will be purchased upon patron request.
  • The Executive Director held two meetings with Governing Directors, on November 3 at the Illini Center in Chicago, and on November 18 at the Illinois State Library in Springfield. CARLI staff is reviewing feedback from the meetings to plan for the 2012 Annual Meeting, Directors' Meetings, and other informational and training opportunities for the membership.
  • The CARLI Annual Meeting webinar was held on November 9. The meeting recordings are available from the CARLI web site.
  • The Membership Criteria Task Force will have final recommendations for consideration by the Board at their March 9 meeting.
  • The Program Planning Committee approved the "Digital Preservation: An Introduction to Technologies and Processes for the Care of Digital Collections" forum to be held on April 10, 2012.
  • The Illinois State Library is sponsoring the "On the Front Lines" Conference to be held March 12-15, 2012.
  • IACRL will sponsor a one-day conference on March 16, 2012.
  • The White House Office of Science and Technology Policy (OSTP) has issued a Request for Information (RFI), asking individuals and organizations to provide recommendations on approaches for broad public access and long-term stewardship to peer-reviewed scholarly publications that result from federally funded scientific research. CARLI member libraries are encouraged to work with their institution to submit a response. The deadline is January 2, 2012.

Tasks assigned:

  • The Board directed CARLI staff to schedule a strategic planning session to be held in spring 2012.
  • The Board directed staff to work with community colleges interested in becoming I-Share participants.
  • The Board directed CARLI staff to continue investigating potential models for patron-driven acquisition of e-books.
  • The Board directed CARLI staff to develop future events in response to the upcoming report on the challenges implementing of fair use policies in academic and research libraries.
  • The Board directed CARLI staff to prepare a response to the White House Office of Science and Technology Policy (OSTP) Request for Information (RFI) on behalf of the consortium.
