Decisions

  • Minutes of the September 12, 2014 meeting were approved prior to the meeting.
  • The Board thanked Scott Walter, and the Richardson Library at DePaul University for hosting the meeting.
  • CARLI Board members Brian Beecher, Patrick Dawson, and Dennis Krieb volunteered to review proposals for the FY 2015 Research Subsidy Program.
  • The Board approved the revised Copyright and Metadata Use Policy as amended.
  • The Board approved the revised timeline from the I-Share Next Task Force, with the understanding that additional revisions may be necessary.
  • The meeting was adjourned at 1:45 p.m.

Announcements

  • CARLI has reviewed the revised draft of the Memo of Understanding with the University of Illinois. We are awaiting the final revisions from the Office of the Vice President of Academic Affairs. The final version of the MOU will be presented to the Board for final approval at the March 2015 meeting.
  • CARLI has received guidelines for the preparation of materials for the new annual budget review process to be conducted by the UA Budget Review Advisory Committee. CARLI, and all units in the office, have been asked to address the potential impact of a 20% permanent budget reduction. Final documents are due to the VPAA by February 28, 2015.
  • CARLI staff and Board members conducted site visits to six Governing Member libraries in November and December: Saint Xavier University, Institute for Clinical Social Work, American Islamic College, Midwestern University, University of Saint Mary of the Lake/Mundelein Seminary, John Marshall Law School.
  • The Calendar Year 2015 Selection Period ended in November with a 3% increase in spending over CY 2014.
  • CARLI has completed a license agreement with AAAS for the Science publications (Science Online, Science Classic, Science Signaling, Science Translational Medicine, and Sciencexpress).
  • CARLI staff are working with our four RFP vendors (EBSCO, Ovid, Oxford and ProQuest) on the final product list and license terms for the new consolidated licenses, which will begin with the FY16 subscription cycle and will run for 10 years.
  • CARLI staff are negotiating an agreement with Nature for the purchase of Nature and Scientific American backfile content.
  • CARLI is gathering 2014 FTE reports from all institutions in order to acquire e-resources pricing for the FY2015 Selection Cycle. CARLI staff will follow up with individual institutions that have not yet responded.
  • As of December 5, patrons from 80 I-Share libraries have requested a total of 2368 items through the CARLI Print Patron Driven Acquisition Project.
  • Through December 1, patrons from Governing member libraries have initiated 16,754 short-term loans and purchased 1060 eBooks through the eBook Patron Driven Acquisitions pilot project. The pilot project will end on January 5, 2015.
  • CARLI is seeking proposals for its FY2015 Research Subsidy Program. Final proposals must be submitted by February 27, 2015.
  • CARLI has established test environments for the open source library management systems Evergreen, Koha, and Kuali OLE.
  • The I-Share Data Analytics Task Force will meet for the second time via web conference on December 15.
  • The Illinois State Library is preparing an application to be the designated state service hub for the Digital Public Library of America (DPLA.)
  • The Illinois State Library is seeking applications for ILEAD USA. As in 2014, CARLI will sponsor academic teams interested in participating. The program will have participants from nine additional states in 2015.
  • The Illinois State Library is seeking applications for Synergy.

Tasks Assigned

  • The Board directed CARLI staff to revise the I-Share participation agreement and the privacy policy to address the ownership of each institution's Voyager patron data, and to work with the UI legal counsel and the Office of the Chief Information Officer for formal approval.
  • The CARLI staff will work with the Board to identify programs and services that may be affected by any permanent reductions in state funding.
  • CARLI staff will follow up with member libraries regarding any information, service needs, and issues identified in the site visits.
  • CARLI will follow up with the Kuali Foundation to gather information about potential levels of participation.
