Decisions

• Minutes of the March 7, 2014 meeting were approved prior to the meeting.
• Via email ballot, the Board approved the recommendation to discharge the I-Share Systems Committee effective June 1, 2014, as the consortium shifts its attention to the search for new library management system.
• Felice Maciejewski (Dominican University) was selected as the 2014–2015 Vice-chair/Chair-elect.
• The Board thanked outgoing members Christine Frank (Rush University), and Njambe Kamoche (William Rainey Harper College) for their service to the Board. The June 6 meeting was their final Board meeting.
• The Board accepted the recommendation of the ISN Task Force application review team comprising Board members Patrick Dawson, Dennis Krieb, and Felice Maciejewski, and CARLI staff members Susan Singleton, Kristine Hammerstrand, Ted Schwitzner, Connie Walsh, and Margaret Chambers. The review team recommends the following candidates for service on the I-Share Next Task Force: Pat Boze (Illinois State Library), Anita Foster (Illinois State University), Cindy Fuller (Millikin University), Tom Goetz (William Rainey Harper College), Kristine Hammerstrand, Chair (CARLI); Tammy Kuhn-Schnell (Lincoln Land Community College); Tami Luedtke (DePaul University); Michael Norman (University of Illinois at Urbana-Champaign); Ted Schwitzner (CARLI); Matthew Short (Northern Illinois University); Susan Singleton (ex officio non-voting, non-scoring); Connie Walsh (CARLI); and Suzanne Wilson (Illinois Wesleyan University). Appointments to the ISN Task Force will begin on July 1, 2014, and are expected to run through June 2017. 
• In response to a request for reconsideration of the December 2013 amendments to the CARLI membership criteria, the Board reaffirmed the membership criteria excluding for-profit institutions from CARLI Governing membership.
• The Board accepted the annual committee reports and white papers. ​The Board was impressed by the depth and breadth of the work of the committees. The Board thanked the committees and their staff liaisons for their excellent work.

Announcements

• The Board met with Dr. Christophe Pierre, Vice-President for Academic Affairs to discuss CARLI's role within University Administration, the new annual budget review process, and revisions to CARLI's memorandum of understanding with the University of Illinois. 
• Results of the 2014 Board election were announced. The newly elected members who will serve three-year terms (July 1, 2014–June 30, 2017) are Richard Darga (Chicago State University), Felice Maciejewski (Dominican University), and Tammy Kuhn-Schnell (Lincoln Land Community College). Patrick Dawson (Northern Illinois University), Karen Schmidt (Illinois Wesleyan University), and Frances Whaley (Illinois Valley Community College) have accepted one year appointed seats on the Board, representing public universities, private colleges and universities, and community colleges respectively.
• The Board meeting dates for 2014–2015 will be September 12, 2014, December 5, 2014, March 13, 2015, and June 5, 2015. The September 2014 meeting will be held at the CARLI Office in Champaign. The locations for the December, March and June meetings have not been set.
• CARLI has issued a Request for Information for the I-Share Next project. Responses are due on June 12, 2014.
• Cheryl Brown, Administrative Assistant, retired on May 22 after 30 years with the University of Illinois. A plan for her replacement has not yet been approved.
• CARLI will have several changes in the membership, effective July 1, 2014: 
  • New Governing member, American Islamic College 
  • Affiliate members upgrading to Governing membership are: East-West University, Institute for Clinical Social Work, John Marshall Law School, Prairie State College, and Saint Augustine College.
  • Affiliate and Governing members terminating membership on June 30, 2014 are: American Academy of Art, Hebrew Theological College, Illinois Institute of Art-Chicago, International Academy of Design and Technology, Lexington College, Midstate College, Northwestern College, Saint Anthony College of Nursing, Tribeca Flashpoint Academy
• The New Library Directors development program was held at the CARLI Office on March 14, April 25 and May 20, 2014. Seven library directors attended. CARLI is in the process of identifying mentors for those who requested them. 
• Following a Request for Information (RFI) for an aggregated database, EBSCO was selected as the vendor for CARLI's Aggregated Databases Program. CARLI will be fully funding Academic Search Complete, and Business Source Elite.
• The Fiscal Year Selection Period ended June 4 with 2153 database subscriptions from 123 participating libraries. Member libraries were offered 46 new database products for FY15.
• As of June 6, patrons from 77 I-Share libraries have requested a total of 1858 items through the CARLI Print Patron Driven Acquisition Project.
• The eBook Patron Driven Acquisition Pilot Project went live May 6, 2014. In May, there were 1236 short-term loans, from 84 Governing member libraries.
• CARLI is working with the Illinois State Library to establish Illinois' central service hub for the Digital Public Library of America (DPLA). 
• CARLI funded four proposals submitted for the 2014 Research Subsidy Program. 
• CARLI is one of the sponsors of the Library Research Seminar IV, The Engaged Librarian: Libraries Partnering with Campus and Community, to be held at the I-Hotel and Conference Center October 7-9, 2014. 
• CARLI has completed the committee appointment process for terms beginning July 1, 2015. 
• No final information is available about the state budget at this time.

Tasks Assigned:

• CARLI staff will work with Board members Dennis Krieb, Jane Treadwell, and Scott Walter, and with Dedra Mooday Williams, Office of the Vice President for Academic Affairs, to draft a revised Memorandum of Understanding with the University of Illinois. The group will bring a draft of the revised MOU to the September Board meeting.
• The Board directed CARLI staff to identify Bylaws changes needed to address the rotation of the Board Chair Elect among the constituencies, and to establish a process for resolving tie ballots. Recommendation will be presented at the September Board meeting.
• The Board directed CARLI staff to prepare letters to publishers John Wiley and Sons, Bloomsbury Academic, and Princeton University Press regarding their dramatic price increases for short-term loans and as part of the E-book Patron Driven Acquisitions pilot project.
