CARLI Seeking Nominations for Board of Directors

CARLI is seeking nominations for candidates to fill four (4) Governing Member seats on the CARLI Board of Directors. The Board of Directors is the governing authority of the Consortium of Academic and Research Libraries in Illinois.

Each year CARLI Governing Members elect one Board member from each of three (3) specified constituencies (public universities, community colleges, and private colleges and universities) and one (1) Board member at-large. Successful candidates will serve three (3) year terms, July 1, 2008 through June 30, 2011. Any employee of a CARLI Governing Member institution is eligible to serve on the Board of Directors.  View the current Board roster and the members’ terms of office.

Members of the CARLI community may nominate themselves or others (permission of the nominee is required when nominating others) by filling out the online nomination form.

All nominations will be reviewed and a slate of candidates developed by the CARLI Nominating Committee comprising Mary Case (University of Illinois at Chicago); Claire Eike (School of the Art Institute of Chicago); and Donna Smith (Kankakee Community College).

The nomination period will run from Monday, March 24 until 5 pm, Friday, April 18, 2008.

E-Resources Updates

FY 2009 Database Selection Period Now Open

The password protected CARLI selection database is now available. The selection period will run from April 2, 2008 to April 30, 2008.

A detailed announcement has been sent to the E-Resources Contacts and the Collections & Content Group (CCG) listservs with instructions and a complete list of the products available and the vendors providing access.

Previously distributed institutional Login ID’s and passwords remain valid. If you did not obtain an ID/password, or have misplaced it, please email support  with the subject line: FY2009 selection period.

CARLI is still awaiting some pricing from the following vendors:

  • Cornell Laboratory of Ornithology (Birds of North America)
  • EBSCO for the former ABC-CLIO products (America: History & Life; Historical Abstracts
  • ProQuest/Cambridge Scientific Abstracts

Announcements will be sent to the CCG and E-resources contacts email lists when the pricing for the EBSCO products, ProQuest/CSA products, Birds of North America and any other databases have been added to the selection system.

As in Fall 2007, only CARLI Governing, Associate and Basic member institutions will be eligible to participate in the database brokering program. Institutions that joined CARLI as Basic members will be assessed a handling fee of $50 for each database selected.

E-Resources Contacts Listserv

A new CARLI listserv has been created to ensure that information about CARLI e-resources quickly reaches the appropriate decision makers in your library. The primary E-Resources contact for each institution is currently subscribed to the list. All others are welcome and encouraged to subscribe.

The listserv will be used to share information about the annual e-resource interest surveys, the opening of the selection system and other announcements regarding CARLI e-resources. We also hope that it can be used to create a community dedicated to sharing your information and questions about e-resources.

Brokered Products Now Featured on Member Libraries' Web Pages

Visit your library member page linked from the Member Libraries' web page to see the full list of databases and vendors your library selected in the Spring and Fall 2007 Database Brokering cycles. At the end of the Spring 2008 Database Brokering period, this listing will be automatically updated to reflect your most current subscriptions.

New E-Resources for the Shared Contribution Acquisition Program

At the March meeting, the CARLI Board accepted the recommendation of the E-Resources Working Group for the one-time purchase of four new e-resources under the Shared Contribution Acquisition Program approved by the Board of Directors in March 2007.

The recommendation of the E-Resources Working Group follows months of research and evaluation seeking products that would have broad appeal, be of long-term value to the libraries and require low member contributions. The new resources are:

  • Historical Statistics of the United States, Cambridge University Press;
  • E-Reference Collection, Sage;
  • Women and Social Movements in the US (Scholar’s Edition), Alexander Street Press;
  • Black Thought & Culture, Alexander Street Press. 

CARLI has negotiated discounted pricing for the products, and is working on the procurement posting process. CARLI will be partially subsidizing the cost for all Governing, Associate, and Basic members. Detailed information will be announced as soon as it is available.

I-Share Updates

New Consortial Universal Borrowing Policies: Maximum Access/Minimum Barriers

The CARLI Board approved a recommendation from the Resource Sharing Code Task Force to adopt standardized policies for most Universal Borrowing (Voyager resource sharing transactions). The changes are summarized in the March report to the CARLI Board. This work will culminate in a revision of the I-Share Resource Sharing Code and programmatic changes to the Voyager system profiles in Summer 2008.

Oracle Upgrade

The upgrade to Oracle 10g was completed successfully over the weekend and I-Share Voyager is now back online for all services. CARLI staff are continuing to troubleshoot performance issues that have been reported by some institutions. Please report any system problems that interrupt your I-Share Voyager service to our 24x7 toll free number, 866-904-5843 (leave a message asking to have tech support staff paged); for any less critical issues or questions, please email support@carli.illinois.edu.

Thank you for your patience and support during this upgrade.

No I-Share Implementation Round in 2008-9

The CARLI Board accepted a staff recommendation that no new I-Share participating libraries will be selected and implemented in 2008-2009. In spring 2009, the Board will make a decision on implementing new participant libraries in 2009-2010.

VuFind Update

CARLI staff and VuFind early adopters met for the first time on February 14 to review VuFind, the new OPAC finding tool currently in development, and discuss potential enhancements and issues related to early testing and implementation.

The next phases of the implementation, including releasing a URL to early adopters for testing and for sharing with users will be scheduled once the new VuFind server is in place. In the interim, CARLI is moving forward with enhancements suggested at the initial meeting.

ILDS Update

Adding ILDS Stops

CARLI is now planning for any changes to ILDS for the next fiscal year (FY 2009). Any current participant in ILDS that wishes to add one or more additional ILDS stops beginning on July 1, 2008, should notify CARLI at support@carli.illinois.edu by May 1, 2008. The form to request additional ILDS stops at is available on the ILDS web site along with instructions on where to submit the form. The cost will remain $3,250 per added stop as noted in the original materials distributed last fall. Fees for new and continuing additional stops will be billed after July 1.

ILDS will continue to serve all of the ILDS stops already in operation, unless advised otherwise prior to July 1, 2008.

New ILDS Shipping Bags

CARLI has purchased additional shipping bags for the Illinois Library Delivery Service (ILDS). The bag dimensions are 16” X 22”, with a 6” expandable bottom and a carrying handle and is made out of the same material and is the same familiar purple. We encourage you to use the new larger bags, or the older ILDS canvas bags to send larger shipments. You can request these bags in the same way you request purple bags by sending an email to ILDS-IG@carli.illinois.edu.

FY 2009 Invoicing

July 1, 2008 marks the beginning of CARLI’s 2009 fiscal year (July 1, 2008 - June 30, 2009). Shortly thereafter, invoices will be sent for a variety of services and products. These include:

  • CARLI Membership Fees
  • I-Share Assessments
  • FY 2009 Database Subscriptions (July 1, 2008 - June 30, 2009)

Any libraries that would like to have an invoice issued prior to July 1st, should email support with the subject line: Invoicing FY 2009. In the body of the message, please indicate the products or services for which you wish to be invoiced (CARLI Membership Fee, I-Share Assessment and/or FY 2009 Database Subscriptions).

Unless the request for invoicing prior to July 1, 2008 is stated otherwise, all of the databases selected for the period July 1, 2008 - June 30, 2009 will be included on the invoice issued prior to July 1st.  If the preference is to have some databases on an invoice before July 1st and the remaining databases after July 1st, specific instructions must be indicated.

Join or Upgrade Your CARLI Membership Now

New members joining at the Associate or Governing level or Basic members who upgrade their membership prior to May 1, 2008 will be eligible to receive daily delivery via ILDS.

Any academic institution that is not currently a member of CARLI that wishes to join may do so by completing two copies of the Membership Agreement and sending them to CARLI, 616 E. Green St., Suite 213, Champaign, IL 61820. Membership will commence on July 1, 2008 and membership fees will be invoice after that date.

Any Basic or Associate member that wishes to upgrade their level of membership, should submit new Membership Agreement forms, indicating the new level desired and submitted as indicated above.

CARLI to Pursue Request for Proposal for ERMS

The CARLI Board accepted a recommendation from the Product and Services Vetting Committee and the I-Share Acquisitions and Serials Team that CARLI pursue a request for proposal (RFP) to identify an electronic resource management system (ERMS). Upon successfully completing the RFP process and subsequent vendor selection, the ERMS would be used by CARLI staff to manage electronic resource contracts for the consortium. In addition, pricing will be made available to CARLI member libraries that may be interested in their own ERMS implementations.

Annual Membership Meeting—Save the Date

The 2008 CARLI Annual Membership Meeting will be held on Friday, October 24, at the iHotel, Champaign. The keynote speaker will be Marshall Keys. The final schedule and registration information will be announced as soon as the details are available.

Moving to New Location in May

CARLI staff will move in mid-May from current locations on Daniel Street and Green Street in Champaign to one new location at Trade Center South in Champaign. The new space will include 2 new meeting/training rooms and easy access to parking for staff and visitors.

Please continue to send mail to the current locations. CARLI staff will send out an announcement when mail should be redirected to the new office. The new address will be: 100 Trade Centre Drive, Suite 303, Champaign, IL 61820.

Portico Webcast for CARLI Member Libraries

In 2007, Portico experienced outstanding growth in its e-journal preservation capacity and supported the scholarly community’s first “trigger event” when the title Graft was removed from the Sage’s online offerings at the end of 2007. The Portico archive now provides access to Graft that otherwise would be lost to the scholarly community.

All staff from CARLI member libraries are invited to join Portico representatives to hear more about Portico’s progress last year and see a live demonstration of the Archive.  This session is open to both participants and non-participants.

Policy on Utilization of Member FTE Figures

CARLI staff and Board are frequently required to provide FTE (student enrollment in Full Time Equivalents) counts for CARLI member libraries. These figures are used to set membership fees, as well as the determination of pricing for licensed products. In order to ensure that the source of the information is clear to all parties, the CARLI Policy on Utilization of Member FTE Figures has been established.

The policy identifies the information from the IBHE Fall Preliminary Enrollment in Illinois Higher Education report will be the definitive source of FTE data to be used for all CARLI purposes for the calendar year following its issuance.

This IBHE document was selected as it is the most timely authoritative source of FTE information and it is consistent in that all higher education institutions in the state are required to provide their FTE figures. We realize that in all educational institutions there is ebb and flow in FTE figures throughout the year, and anticipate that while some institutions FTE numbers will rise at various times throughout the calendar year, at the same time others will fall.  But with a membership as large as CARLI’s we must consistently utilize a specified set of FTE numbers for all of our purposes. To do otherwise would allow for potentially continuous refiguring of all CARLI-related costs, a situation which would be untenable both from an administrative standpoint and for the budgetary planning of our member libraries.

“Metadata for You & Me” Shareable Metadata Workshop

Registration is now open to multiple people per institution for the April 16th shareable metadata workshop session at the CARLI office in Champaign.  If you have already signed up but know that others at your library are interested in attending, now is the time for them to register! The registration deadline is Friday, April 4.

The trainer for the “Metadata for You & Me” workshop will be Sarah Shreeves, Coordinator of the Illinois Digital Environment for Access to Learning and Scholarship (IDEALS) at the University of Illinois Library at Urbana-Champaign.

Metadata for You & Me workshops will assist metadata planners in analyzing and implementing the changes that need to be made to their local metadata to prepare it for sharing with aggregations and other institutions. Topics to be covered include:

  • The current state of metadata aggregation initiatives
  • The "six Cs and lots of Ss" framework for shareable metadata
  • An analysis of shareable properties for various classes of metadata elements
  • Practical advice for implementing these principles
