Statewide Serials Collection Task Force Minutes

Kathy Bloomberg chaired the meeting at the request of Ann Riley.  Connie Poole volunteered to record.   The meeting convened at 10:00 a.m. at the Illinois State Library, Springfield.

Attendees were:   Kathy Bloomberg, Connie Poole, Jan Sung, Elizabeth Clarage, Chad Buckley, Todd Spires, and Lynn Wiley (re conference call).

Unable to attend:  Ann Riley, Sarah George, and Nestor Osorio. 

The agenda was a review of follow-up topics from the 10/18/06 minutes:

1. Further review of “Feast and Famine” article

Elizabeth heard the authors at the Charleston conference, and they kept emphasizing the aggregate spending amount.   

2. Review of science data and SFX report

Could we get list of 152 titles held by over 20 libraries (Table 2)?

Elizabeth had e-mailed Michael with follow-up request but had not heard back.  Could ask             Susan to make the request if this doesn’t work.  The group prefers having access to the entire list; if this is not possible would like 1-2 holding library list (10,279 titles) and 20+ holding list (152 titles).

SFX questions:

Is EBSCO included; wouldn’t all libraries have those? 
Is list deduped?   If EBSCO and Wilson have the same titles are they in once/twice?  Some titles seemed to be listed multiple times and look like dupes.  Sports Illustrated and Postgraduate Medicine were both held by 54 libraries.  Embargoed titles/open access titles would be counted here also.  Some libraries may have print subscriptions included (EIU does), but this is highly electronic.

Could Paige tell us how many institutions did CARLI core set up vs. individual?

3. Review of last copy guidelines

CCMP Awards no longer require last copy retention.  Should the guidelines say “should” retain, not “must.”
    Most of us do not follow this currently.
    UIUC cancelled unique expensive title this past year – couldn’t afford.
    How to educate CARLI institutions about these guidelines?
Institutions may accept responsibilities for subject areas – add information to CARLI “big honking database.”  Ask awardees to address last copy responsibilities in their applications. 

There could be other ways to support archiving and last copy retention.
CARLI could pursue discount pricing for Portico/LOCKSS.
CARLI could pursue the purchases of electronic back files to free up space in collections.
(CIC – purchase collectively Wiley and Springer print – UIUC storing Springer – check-in, binding, and dim storage.)  CIC – elective participation – Springer was amenable to doing this.  Not adding to OCLC as UIU – these are CIC titles.   Experiment – what are issues of flipping to e-only.
Then Portico came along — publishers interested in e-archives.

Elizabeth heard a presentation at the Charleston Conference on JSTOR journals and institutions accepting last copy responsibilities for print of these titles – could this be a pilot project (no consortial discount for purchasing JSTOR)?  Could EC get list of  CARLI subscribers from JSTOR?  Criteria for print archives:   facilities, access, modules.  Different packages of journals.   Incentive for being last copy holder?  Way to have in dim/dark archive?  Loss/stolen.  Way to indicate last copy in OCLC & I-Share.  Is J-STOR cover to cover?

Todd -- Could do I-Share search of Arts & Sciences I J-STOR package – how many libraries have holdings?
Could ask CARLI cataloging group for way to mark or icon for last copy.
Should this group come up with last copy guidelines?

4. OCLC Collection analysis (91 libraries) – included non-science

Can’t tell if these are currently held titles or not.  Won’t continue group product because limits to 100 libraries and can’t see others if split into groups.  Will have discount for individual access:   $500 setup and cost based on # bib records.

CIC  -- not as enthusiastic – need to know what you want out of group look.  UIUC did not participate individually.  “Resources for College Libraries” – not available to group product participants.   Anything else before the end of December?  Chad will look at longer list and aggregator database coverage.  Academic Search Premier, Wilson (FS), and publisher - Jan will help.

Ulrich’s – Ann sent info; USAS talked with Elizabeth – preliminary could make recommendations – SSCTF should make comments/analysis about utility of products to CARLI.    USAS says stays up to date on what titles are in packages and being able to compare across vendors.  Is this also possible via SFX?

Could we have a sub-group analyze and write up précis about these services/products – template approach.  Ask for different suggestions for services/ask for volunteers in these notes. (LOCKSS/Portico/CLOCKSS (Lynn))  (USAS/OCLC Collection Analysis (Elizabeth))    Library Dynamics (another analysis survey)

What to include in template?

Name
Vendor
Cost range small – large or group products (120 members).
Description of service/product.
Tech requirements.
Any limits/limitations.
Customer list – who uses.
Improvements needed.
Issues – e.g. are e-journals in.
Licensing terms/issues.
Any tips/questions in cataloging/local practices that would influence successful use of products.
Compatibility to other products?  SFX, Endeavor, etc.

Do we need to do a survey of libraries on how they handle serials/e-journals –this could be one of our recommendations.

Electronic directories/reference tools  (serials) – how to track changes over time if have e-only.

Of commonly held titles – which would still want print (browsing)   SI, Time, Newsweek, etc.

5.  Advocating for statewide serials collections

Need list of 1-2 vs. 20+

Both are legitimate directions; would result in different recommendations – last copy guidelines/criteria vs. common licenses/purchases.

6.  Educational Issues – have not met since last conference call. 
Elizabeth is going to propose a weeding workshop to the collections working group – could we do an add-on – last copy stuff (I-Share vs. IL OCLC last copy?)

7.  Review of work of other states and consortia (Kathy, Chad, Nestor) have split up consortia, etc.

OhioLink:  opt-in; must pay to play

    Publisher packages orientation (not individual title selection)

    Also do e-books, reference books; some budget cutbacks.

Mobius:   62 academic and MO State Library and 2 partners (public library systems); union catalog; discounted database purchases; consortial purchasing of e-journals. Focus:  full-text aggregator database – member payments entirely; state $ = $0 (2005)
